The specific objectives were to; i.Determine the total cost of providing facility based routine counselling and home based VCT in Masaka district from 01st/01/2014 to 31st/12/2014. ii. Determine the average cost of providing facility based routine RCT and home based VCT in Masaka district from 01st/01/2014 to 31st/12/2014. iii. Determine the level of reach of facility based RCT and home based VCT strategies in Masaka district by 31st/12/2014. iv. Determine the cost effectiveness of home based VCT as compared to facility based RCT in Masaka district by 31st/12/2014. The study was a retrospective cost analysis study using a step down costing methodology (Shepard, 1998).The cost providing both services was determined using relevant data from January to December 2014. The study therefore recommends that funds allocated to both services be revised for effective results. More studies should be carried out to in other districts in Uganda so as to make a comparison.en_US
